A presente pesquisa analisa a existência de políticas públicas para garantir direitos das mulheres trans no estado do Ceará, sobretudo quanto ao combate à transfobia, que coloca o Ceará no topo do ranking dos estados brasileiros onde mais mulheres trans são brutalmente assassinadas. Diante disso, define-se como problemática da pesquisa: como o princípio da dignidade da pessoa humana das mulheres trans é efetivado no estado do Ceará? Tem-se, enta~o, como objetivo geral investigar quais iniciativas governamentais no Ceará garantem a protec¸ao dessas mulheres, combinad ~ as com ac¸o~es que promovam o respeito e a seguranc¸a delas. Vale destacar como objetivos especi' ficos: Identificar temas judicializados no contexto internacional e nacional com pessoas LGBTI+; verificar o papel das leis na efetivação de direitos e o nome social como garantia da dignidade das pessoas trans; evidenciar a necessidade da representatividade e da intersetorialidade, ou seja, da ocupação de cargos que tenham visibilidade por mulheres trans e parcerias com a iniciativa pública e privada para que as políticas públicas sejam viabilizadas. Para tanto, utiliza-se abordagem qualitativa de análise e obtenção das considerações finais por meio de pesquisa bibliográfica, legislações, precedentes e visitas de campo a órgãos públicos e ONG's, aliado ao suporte de dados quantitativos fornecidos por organizações não governamentais. Se verifica: a importância do trabalho no Centro de Referência Thina Rodrigues e da urgência de iniciativas desenvolvidas pelo Poder Executivo e Legislativo estadual e municipal, para apoiar as pautas do movimento, além do desafio da forte influência da religião no discurso de legisladores, colidindo com a laicidade do Estado, e, a partir disso, a conclusão apresenta propostas e provoca uma reflexão no sentido de combater a violência contra essas mulheres, seja a cometida pelo Poder Público, a chamada violência institucional, e as outras formas de violências cometidas pela sociedade em geral, contra as mulheres trans.

This research analyzes the existence of public policies to guarantee the rights of trans women in the state of Ceará, especially regarding the fight against transphobia, which places Ceará at the top of the ranking of Brazilian states where the most trans women are brutally murdered. In view of this, the research problem is defined as: how is the principle of human dignity of trans women implemented in the state of Ceará? Therefore, the general objective is to investigate which government initiatives in Ceará guarantee the protection of these women, combined with actions that promote their respect and safety. It is worth highlighting the following specific objectives: Identifying judicialized issues in the international and national context with LGBTI+ people; verify the role of laws in implementing rights and the social name as a guarantee of the dignity of trans people; highlight the need for representation and intersectorality, that is, for trans women to occupy positions that have visibility and partnerships with public and private initiatives so that public policies are made viable. To this end, a qualitative analysis approach is used to obtain final considerations through bibliographical research, legislation, precedents and field visits to public bodies and NGOs, combined with the support of quantitative data provided by non-governmental organizations. It can be seen: the importance of the work at the Thina Rodrigues Reference Center and the urgency of initiatives developed by the state and municipal Executive and Legislative Powers, to support the movement's agenda, in addition to the challenge of the strong influence of religion in the speech of legislators, colliding with the secularity of the State, and from this, the conclusion presents proposals and provokes a reflection in order to combat violence against these women, whether committed by the Public Power, the so-called institutional violence, and other forms of violence committed by society in general against trans women.
