Realiza-se um estudo sobre as finanças do Município de Massapê-CE, identificando os impactos da arrecadação ocorrida no período de 2020 a 2023. Para tanto, realiza-se um estudo sobre finanças municipais, envolvendo arrecadação e legislações correlatas à atividade fiscal, principalmente a LRF e a Lei de Acesso à Informação, Lei nº 12.527/11. No desenvolvimento, traz-se à discussão a função do município e sua organização financeira, limitação de gastos e territorialidade tributária, para em seguida analisar a arrecadação do município e identificar importantes despesas, especificadamente, na área da educação. Opta-se por uma metodologia qualitativa e quantitativa, pois há uma relevância na apresentação de dados oficiais que são discutidos no trabalho, demonstrando a relevância da aplicação dos gastos públicos em cumprimento às diretrizes constitucionais e legais.

A study is carried out on the finances of the Municipality of Massapê-CE, identifying the impacts of this collection that occurred between 2020 and 2023. To this end, a study is carried out on municipal finances, involving collection and legislation related to fiscal activity, mainly the LRF and the Access to Information Law, Law nº 12,527/11. In the development, the role of the municipality and its financial organization, spending limitations and tax territoriality are discussed, to then analyze the municipality's revenue and identify important expenses, specifically, in the area of education. A qualitative and quantitative methodology was chosen, as there is relevance in the presentation of official data that are discussed in the work, demonstrating the relevance of applying public spending in compliance with constitutional and legal guidelines.
