O objetivo do trabalho é investigar a formação continuada de magistrados realizada pelas
escolas de magistratura brasileira, as políticas públicas desenvolvidas pelo CNJ e tribunais neste tema. Parte da identificação dos órgãos responsáveis por traçar diretrizes da formação dos juízes, competência e regulamentação da matéria como primeiro objetivo específico. No segundo, a partir da teoria sociológica apresenta doutrinas que explica o papel do juiz e a funcionalização do tribunal de justiça como agente operativo do Direito. O terceiro objetivo é interpretar a aptidão do Tribunal de Justiça do Ceará - TJCE para desempenhar sua atribuição institucional; a expressão jurisdicional, social e política do tribunal é lida a partir da sua arquitetura institucional. O quarto objetivo aponta preocupações e valores a serem perseguidos na formação continuada, no sentido de estabelecer de que modo o sistema recursal ou acriação de ambiente favorável à inovação se relacionam com eficiência. Os itens anteriores preparam os parâmetros para as pesquisas de campo que aconteceram em duas propostas: a primeira com as escolas de governo localizadas no estado do Ceará e a segunda com as escolas da magistratura espalhadas no território nacional. Com as escolas cearenses busca-se identificar
de que modo a proximidade geográfica é vantagem na criação de rede de pesquisa e estudo
local, com saberes, métodos e pessoal distintos. Com as escolas da magistratura nacionais foi verificado de que forma problemas semelhantes de conteúdo, métodos e custeio são usados nos diferentes tribunais para promover vantagem estratégica ou de que modo consórcio entre essas escolas pode representar eliminação de redundâncias e compartilhamento de recursos comuns. O levantamento da realidade das escolas foi realizado por meio de questionários adaptados para comportar as sutilezas de cada grupo, em plataforma específica e encaminhado para o e-mail institucional de cada escola. Com a utilização dessas duas realidades - escolas de governo locais e da magistratura nos estados ¿ busca-se verificar como a continuidade da formação é interpretada na prática das escolas e como se ligam aos objetivos estratégicos do órgão jurisdicional ao qual se vincula. A intenção de estabelecer causalidade entre formação e objetivos institucionais sinaliza a importância de calcular os custos de desenvolvimento institucional no modelo existente. Toma-se por hipótese que o investimento em formação continuada tem aptidão para proporcionar entrega jurisdicional melhor, a depender de ações específicas do tribunal para que isso aconteça. É esse o escopo da pesquisa e sua conclusão,
reconhecer o que significa desempenho adequado do tribunal de justiça sociologicamente
situado, formar noção crítica para avaliar seus objetivos estratégicos e estabelecer causalidade entre a formação continuada e a entrega jurisdicional, para dessa forma contribuir com a percepção institucional da escola da magistratura na formação e execução desses objetivos.

The objective of this work is to investigate the continued training of magistrates carried out by Brazilian magistracy schools, the public policies developed by the CNJ and courts in this subject. Part of the identification of the bodies responsible for drawing guidelines for the formation of judges, jurisdiction and regulation of the matter as a specific first objective. In the second, from the sociological theory presents doctrines that explains the role of the judge and the functionalization of the court of justice as an operative agent of law. The third objective is to interpret the aptitude of the Court of Justice of Ceará - TJCE to perform its institutional
attribution; the judicial, social and political expression of the court is read from its institutional architecture. The fourth objective points to concerns and values to be pursued in continuing education, in order to establish how the system of apeal or the creation of an environment favorable to innovation are efficiently related. The previous items prepare the parameters for the field research that took place in two proposals: the first with government schools located in the state of Ceará and the second with the schools of the judiciary spread in the national territory. With the schools of Ceará, it seeks to identify how geographical proximity is an advantage in the creation of a local research and study network, with different knowledge, methods and personnel. With the national magistracy schools it has been verified how similar content problems, methods and costing are used in the different courts to promote strategic advantage or how consortium between these schools can represent elimination of redundancies
and sharing of common resources. The survey of the reality of the schools was carried out
through questionnaires adapted to accommodate the subtleties of each group, in a specific
platform and forwarded to the institutional e-mail of each school. With the use of these two realities - schools of local government and the judiciary in the states - we seek to verify how the continuity of training is interpreted in the practice of schools and how they are linked to the strategic objectives of the court to which it is linked. The intention to establish causality between training and institutional objectives signals the importance of calculating the costs of institutional development in the existing model. It is hypothesized that investment in continuing education is able to provide better judicial delivery, depending on specific court actions to make
this happen. This is the scope of the research and its conclusion, recognizing what it means to perform adequately by the sociologically situated court of justice, to form a critical notion to evaluate its strategic objectives and establish causality between continuing education and judicial delivery, in order to contribute to the institutional perception of the school of the judiciary in the formation and execution of these objectives.
