Este estudo explora como o Poder Judiciário do Estado do Ceará está implementando um Programa de Modernização do Judiciário (Promojud), alinhado à transformação digital, que alberga inovações de cunho incremental (exploitation) e radical (exploration). O foco consiste em examinar as práticas usadas pelo Tribunal de Justiça do Estado do Ceará (TJCE), em especial o planejamento estratégico e a gestão de portfólio de projetos, e como essas ferramentas estão associadas à ambidestria estrutural e contextual. Para essa finalidade, foi realizado um estudo de caso no TJCE, complementado por entrevistas com os gestores que integram o Promojud. Os resultados sugerem que o uso do planejamento estratégico e da gestão de projetos, quando bem alinhados a uma estrutura de governança sólida, apoiam a ambidestria incremental e radical, em contexto e estrutura.

This study explores how the Judiciary of the State of Ceará is implementing a Program for the Modernization of the Judiciary (Promojud), aligned with the digital transformation, which hosts innovations of an incremental (exploitation) and radical (exploration) nature. The focus is to examine the practices used by the Court of Justice of the State of Ceará (TJCE), in particular strategic planning and project portfolio management, and how these tools are associated with structural and contextual ambidexterity. For this purpose, a case study was carried out at the TJCE, complemented by interviews with the managers who are part of Promojud. The results suggest that the use of strategic planning and project management, when well aligned with a solid governance structure, support both incremental and radical ambidexterity, in context and structure.
