A pesquisa versa sobre o estudo do Direito de Laje instituído pela Lei n. 13.465 de 2017 e verifica sua eficácia frente ao direito de propriedade. O que se pretende nesse trabalho é esclarecer as características das moradias em comunidades, o que é esse novo instituto, analisando-o sob o prisma de sua eficácia frente à propriedade em aglomerados urbanos subnormais, utilizando dados da Prefeitura Municipal, do Instituto Brasileiro de Geografia e Estatística, bem como dos cartórios de notas e de registro de imóveis da cidade de Fortaleza no Ceará, como forma de análise. Assim, em sentido estrito, se pretende estudar todos os requisitos do Direito de Laje, compará-lo com outros institutos e ao final concluir se o mesmo é eficaz na instituição do Direito de Propriedade. Todo o estudo está dividido em três capítulos versando sobre aspectos gerais do novo instituto, estudo específico sobre o direito de laje em comparação com outros institutos e a verificação de dados colhidos para se chegar às conclusões da pesquisa. O estudo bibliográfico junto com o estatístico fortaleceu o
entendimento sobre o Direito de Laje e concluiu pela ineficácia do instituto.

The research deals with the study of Slab Law instituted by Law no. 13,465 of 2017 and
verifies its effectiveness against property rights. What is intended in this work is to clarify the characteristics of housing in communities, what this new institute is, analyzing it from the perspective of its effectiveness in relation to property in subnormal urban agglomerations, using data from the City Hall, from the Brazilian Institute of Geography and Statistics, as well as the notary and property registry offices in the city of Fortaleza, Ceará, as a form of analysis. Thus, in a strict sense, if you want to study all the requirements of the Law of Slab, compare it with other institutes and at the end conclude if it is effective in the institution of
Property Law. The entire study is divided into three chapters dealing with general aspects of the new institute, a specific study on slab law in comparison with other institutes and the verification of data collected to reach the research conclusions. The bibliographic study together with the statistician strengthened the understanding about the Law of Slab and concluded by the ineffectiveness of the institute.
