A partir dos atentados de 11 de setembro de 2001 ao Word Trade Center, em Nova York, e no Pentágono, em Washington, estabeleceu-se uma nova ameaça à segurança internacional, mudando os focos políticos, principalmente dos Estados Unidos, que tomou medidas rápidas e drásticas com o aval da Organização das Nações Unidas, bem como estabeleceu uma legislação interna rigorosa contra ameaças terroristas no país. Em torno deste cenário, a presente dissertação tem como objetivo geral propor um conceito definitivo para terrorismo a partir da análise das concepções existentes sobre esse fenômeno internacional, onde o principal objeto de estudo é identificar as repercussões das concepções acolhidas pelo Brasil na formulação da lei nº 13.260/2016 e prováveis violações a direitos humanos. Quanto aos objetivos específicos, pretende-se discorrer inicialmente sobre as origens e concepções do terrorismo; descrever sobre a concepção internacional que são apresentadas para o fenômeno terrorismo; demonstrar como o terrorismo é tratado na legislação brasileira; propor uma concepção que venha a ser definitiva para o terrorismo. Do ponto de vista metodológico, a dissertação será desenvolvida através da técnica de pesquisa bibliográfica, analisando pelo método dedutivo artigos, resoluções, teses, dissertações e concepções atuais sobre o tema, e pela legislação nacional com foco na Lei nº 13.260/16. À guisa de conclusão e principais contribuições, e considerando que o escopo das legislações atuais reguladoras do terrorismo podem gerar violações a direitos humanos verificou-se a necessidade de formulação de um conceito definitivo sobre terrorismo internacional desprovido de contaminações midiáticas e que venham a preservar os direitos e as garantias fundamentais inerentes aos indivíduos em geral, indistintamente.

After the September 11, 2001 attacks on the Word Trade Center in New York and the Pentagon in Washington, a new threat to international security was established, changing political focuses, mainly in the United States, which took rapid action. and drastic with the endorsement of the United Nations, as well as establishing strict internal legislation against terrorist threats in the country. Around this scenario, the present dissertation has as general objective to propose a definitive concept for terrorism from the analysis of the existing conceptions about this international phenomenon, where the main object of study is to identify the repercussions of the conceptions accepted by Brazil in the formulation of law nº 13,260 / 2016 and probable violations of human rights. As for the specific objectives, it is intended to discuss initially the origins and conceptions of terrorism; describe the international conception that is presented for the phenomenon of terrorism; demonstrate how terrorism is treated in Brazilian law; propose a conception that will be definitive for terrorism. From the methodological point of view, the dissertation will be developed through the bibliographic research technique, analyzing articles, resolutions, theses, dissertations and current concepts on the topic by deductive method, and by national legislation focusing on Llei nº 13.260 / 16. By way of conclusion and main contributions, and considering that the scope of the current laws regulating terrorism can generate violations of human rights, there was a need to formulate a definitive concept on international terrorism devoid of media contamination and that will preserve the rights and the fundamental guarantees inherent to individuals in general, without distinction.
