A dissertação ora apresentada ao Programa de Pós-Graduação em Direito Constitucional da Universidade de Fortaleza situa-se na Área de Concentração de Direito Constitucional Público e Teoria Política, bem como na Linha de Pesquisa ¿Estado Democrático de Direito no Brasil, Teoria da Democracia, Teoria do Poder e Sociologia Jurídica¿ e tem por objetivo investigar a relevância social da concretização do acesso à justiça no Escritório de Prática Jurídica da UNIFOR, por meio do convênio estabelecido entre a Defensoria Pública do Estado do Ceará e a Universidade de Fortaleza, na figura do Núcleo de Prática Jurídica (NPJ). Mediante método de abordagem indutivo, em estudo quanti-qualitativo composto por pesquisa bibliográfica e documental, procura-se esclarecer qual o impacto social ¿ sob a ótica da concretização do acesso à justiça e fomento à cidadania ¿ do convênio entre Defensoria Pública Geral do Estado do Ceará e Universidade de Fortaleza, o qual viabiliza o funcionamento do Escritório de Prática Jurídica da UNIFOR. Nessa lógica, no capítulo primeiro, examina-se a evolução do Estado Liberal para o Estado Social e a relação entre acesso à justiça e concretização da cidadania no Estado Democrático de Direito. No segundo capítulo, analisa-se a história da Defensoria Pública no Brasil, assim como os modelos de assistência jurídica, mostrando-se a evolução destes até o modelo adotado atualmente no Brasil. Também se apresenta a instituição Defensoria Pública enquanto personificação da garantia do princípio do acesso à justiça e da ideia de cidadania, ressaltando seus princípios institucionais e as garantias dos seus membros. Em seguida, aborda-se, no capítulo três, o convênio entre a Defensoria Pública e as Instituições de Ensino Superior para implantação de Núcleos Descentralizados, o convênio entre Defensoria Pública e UNIFOR, sua função pedagógica e o papel social desempenhado pelo Escritório de Prática Jurídica do Curso de Direito, no que se refere ao acesso à justiça e ao fortalecimento da cidadania. No quarto capítulo, empreende-se uma análise comparativa dos dados numéricos sobre atendimentos do Escritório de Prática Jurídica da UNIFOR, nos anos de 2017 e 2018, em face das informações acerca da garantia de acesso à justiça de pessoas hipossuficientes, no contexto geral da atuação da Defensoria Pública Geral do Estado do Ceará, na comarca de Fortaleza. Ao final, enfrenta-se a pergunta-problema em torno da qual é construída a pesquisa.

The dissertation exhibited at Master's degree Program in constitutional law, at the University of Fortaleza, is located in the area of concentration of Public and Constitutional law as well as in political theory research named ¿Democratic State of law in Brazil, Democracy theory, theory of power and Legal Sociology¿. Aims to investigate the social relevance of the implementation of access to justice in the Legal Practice Office of the University of Fortaleza ¿ UNIFOR, through the agreement established between the Public Defender's Office in the State of Ceará and the University of Fortaleza, in the figure of the Center for Legal Practice. By inductive approach method in quantitative and qualitative study consisting of bibliographic and documentary survey, aims to clarify what the social impact - from the perspective of achieving access to justice and promotion of citizenship - the agreement between the Public Defender's Office in the State of Ceará and UNIFOR, which enables the operation of the Legal Practice Office of UNIFOR. In this logic, the chapter first examines the evolution of the Liberal State to Social State and the relationship between access to justice and implementation of citizenship in the Democratic State of law. In the second chapter, the story of the Public Defender's Office in Brazil, as well as legal assistance models showing the evolution of these until the model adopted in Brazil. Also introduces the institution of Public Defender while embodiment of the principle of access to justice and the idea of citizenship, stressing its institutional principles and guarantees of its members. Then discusses, in chapter three, the accord between the Public Defender's Office and higher education institutions for the implementation of Decentralised Cores, the agreement between Public Defender and UNIFOR, the educational role and the social role played by the legal practice of the law, with regard to access to justice and strengthening of citizenship. In the fourth chapter, undertake a comparative analysis of numerical data on attendances in the Legal Practice Office of the University of Fortaleza ¿ UNIFOR, in the years 2017 and 2018, in opposite of the information about the guarantee of access to justice by poor people, in the general context of the Public Defender General in the State of Ceará, in the region of Fortaleza. In the end, the research faces the question-problem in which is builted.
