A geração de resíduos é comum em diferentes setores da economia. A gestão deficiente de resíduos causa diversos impactos ambientais, tais como, aterros irregulares, poluição do ar e contaminação dos solos e da água. Há quase duas décadas legislações estão vigentes e sendo atualizadas com o intuito de amenizar os impactos decorrentes dos Resíduos de Construção e Demolição (RCD). O objetivo principal do presente trabalho consiste em investigar a atual realidade da gestão de resíduos de construção civil nas construtoras de edifícios residenciais verticais na cidade de Fortaleza, Estado do Ceará. Visto que, quem gera o resíduo se torna responsável pelo seu encaminhamento e disposição final, as construtoras são responsáveis pelos impactos ambientais que seus resíduos causam no meio ambiente, dado que as leis e normas vigentes propõem a reciclagem dos resíduos. Para isso, foram aplicados questionários e realizadas entrevistas com construtoras e demais esferas envolvidas que influenciam na gestão de RCD: Prefeitura de Fortaleza, Sindicato da Indústria da Construção Civil e Usina de Reciclagem. Com os resultados dos questionários e entrevistas foi percebido que os atores envolvidos possuem percepções diferentes e, muitas vezes conflitantes, sobre a gestão de resíduos e reciclagem. Mesmo a gestão de resíduos de acordo com as leis e normas sendo obrigatória e limitante para obtenção do certificado de conclusão de obra, por meio desse diagnóstico foi possível verificar que as legislações existentes necessitam ser mais rígidas e existir uma fiscalização por parte do poder público para cumprimento dessas leis. Por parte das construtoras, há a necessidade de se responsabilizarem por seus resíduos de maneira sustentável, e priorizarem o compromisso ambiental investindo na reciclagem. Constatou-se que mesmo a Usina de Reciclagem disponível detendo equipamento adequado para realizar a reciclagem dos RCD gerados em Fortaleza, atualmente se encontra subutilizada pois o resíduo segregado não chega até à Usina. Verificou-se também a falta de iniciativa das esferas envolvidas na criação de uma gestão integrada e sustentável de RCD, como também incentivos para criação de um mercado de produtos reciclados, através de um sistema de logística reversa e responsabilidade compartilhada, a fim de que o resíduo retorne para a cadeia produtiva da construção civil em forma de matéria prima reciclada.

Waste generation is common in different sectors of the economy. Poor waste management causes various environmental impacts, such as irregular landfills, air pollution, and soil and water contamination. Legislation has been in force for almost two decades and is being updated with the aim of mitigating the impacts of construction and demolition waste (RCD).
The main objective of the present work is to investigate the current reality of the management of construction waste in the residential building construction companies in the city of Fortaleza, State of Ceará. Since those who generate the waste become responsible for their
routing and final disposal, the construction companies are responsible for the environmental impacts of their waste on the environment, as the current laws and regulations propose the recycling of waste. For this, questionnaires were applied and interviews were conducted with builders and other involved spheres that influence the management of RCD; Fortaleza Municipality, Civil Construction Industry Syndicate and Recycling Factory. With the results of the questionnaires and interviews it was noticed that the actors involved have different and often confusing perceptions about waste management and recycling. Even waste management according to the laws and regulations being mandatory and limiting to obtain the certificate of completion of work, through this diagnosis it was possible to verify that the existing laws need to be more rigid and to be controlled by the public administration to comply with these laws. On the part of the builders, there is a need to take responsibility for their waste in a sustainable way, and prioritize the environmental commitment by investing in recycling. It was found that even the available Recycling Factory with adequate equipment to perform the recycling of RCD generated in Fortaleza, is currently underutilized because the segregated waste does not reach the Factory. It was also verified a lack of initiative on the part of those involved in the creation of integrated and sustainable management of RCDs, as also incentives to create a market for recycled products through a system of reverse logistic and shared responsibility, so that the waste returns to the construction chain in the form of recycled raw material.
