O envelhecimento populacional é um fenômeno pelo qual o mundo passa
contemporaneamente e é relevante a discussão sobre a moradia de pessoas idosas,
as quais tendem a ter perdas de mobilidade, o que dificulta residir sozinho. Não sendo
possível pensar em acolhimento institucional para toda a população com mais de 60
anos, surge a proposição de facilitar a permanência da pessoa idosa em seu lar o
máximo de tempo possível, constituindo assim, a base para o Ageing in Place, um
programa que tem como teoria subjacente o desenvolvimento comunitário a partir de
seu ideal de favorecer a autonomia e o convívio social da pessoas idosas em sua
comunidade. Foi realizado um estudo de caso da cidade de Irati, localizada no centro
sul do estado do Paraná, uma das 32 cidades brasileiras que faz parte do Programa
Cidade Amiga do Idoso da Organização Mundial de Saúde. Para atingir este título foi
desenvolvido um Plano Decenal dos Direitos Humanos da Pessoa Idosa, no qual
constam as metas e ações a serem implementadas. O objetivo deste estudo foi
analisar o avanço da política municipal da pessoa idosa, com base neste Plano
Decenal, sob a ótica do Ageing in Place. Trata-se de um estudo qualitativo realizado
por meio de pesquisa bibliográfica e entrevistas semiestruturadas com integrantes de
serviços públicos e privado, a fim de constatar a real situação da implantação das
políticas públicas voltadas à pessoa idosa na cidade de Irati em consonância com a
proposta do Plano Decenal vigente. Foi possível concluir que houve o
desenvolvimento de ações voltadas ao bem estar da pessoa idosa em vários setores
preconizados pelo Plano Decenal, porém a implantação das políticas públicas ainda
não oferece o respaldo necessário para que a pessoa idosa permaneça em sua

Population aging is a phenomenon that the world is going through contemporaneously
and it’s relevant the discussion about housing of long age people, who tend to have
mobility losses, which makes it difficult to live alone. It’s impossible to thing about
institutional care for the entire population over 60 years of age, which leads society to
think about ways to make easier for long age people to stay in their own home for as
long as possible, thus constituting the bases of "Aging in Place", a program that has
community development as its underlying theory based on its ideal of favoring the
autonomy and social coexistence of the elderly in their community. A case study of the
city of Irati was carried out, a city located in south center of the state of Paraná, and
one of the 32 Brazilian cities that is part of the "World Health Organization Age-Friendly
City Program". To achieve this title, the city of Irati developed a Decennial Plan for the
Human Rights of Elderly, which contains the goals and actions to be implemented. The
purpose of this research is to analyze the progress of the municipal policy for the
elderly, based on this Decennial Plan, from the perspective of Ageing in Place. This is
a qualitative study carried out through bibliographic research and semi-structured
interviews with members of public and private services, in order to verify the real
situation of the implementation of public policies aimed at the long age people in the
city of Irati in line with the proposal of the current Decennial Plan. It was possible to
conclude that there was the development of the action towards to the well-being of the
elderly people in many sectors recommended by the Decennial Plan, however the
implantation of public policies still does not offer the necessary support for the long age
